Law No. 529

Law no. 529/2003: seized goods as exchange commodities and state material reserves

The law supplements the Fiscal Code and the Law on state and mobilization material reserves. Seized goods classified as exchange commodities are sold through the Commodity Exchange, in the manner set by the Government. It enters into force on 01.01.2004.

Law No. 576

Amendments to Article 57 of the law on state social insurance pensions

Law No. 576 amends Article 57 of Law No. 156-XIV on state social insurance pensions. A new paragraph (4) is added, stating that the pension set for the categories of persons listed in paragraph (1) is paid under Article 17. The former paragraph (4) becomes paragraph (5), and the figure 5 is replaced by 10. The law enters into force on 01.01.2004.

Law No. 403

State energy supervision body to be funded through the electricity tariff

The law adds a new paragraph to Article 13 of the Energy Law. It says the activity of the state energy supervision body is financed from funds included in the electricity tariff. The law takes effect on 01.01.2004.

Law No. 532

Law No. 532/2003: deadline in Article 5 of Law No. 1160-XV changes from 1 January 2004 to 1 July 2004

The law amends Article 5 of Law No. 1160-XV of 21 June 2002, which puts the Criminal Code into effect. In that article, the date 1 January 2004 is replaced with 1 July 2004. The law entered into force on 23.12.2003. The text does not specify who is affected.

Law No. 501

Tax Code changes on income tax, VAT and auxiliary business, effective 1 January 2004

Law No. 501 of 11.12.2003 amends several tax acts. Among the changes, subdivisions pay taxes to the budget of the administrative-territorial unit where the main seat of the enterprise is located, a definition of tax facility is introduced, and rules on VAT refunds for exports and certain goods are changed. The law enters into force on 01.01.2004.

Law No. 512

Local council may decide without a committee opinion in cases set by law

The law amends Article 26 of the Law on local public administration. Items on the agenda of a local council meeting are, as a rule, examined only if they come with the opinion or report of the council's specialized committee and, where applicable, the report or opinion of the mayor's office. In the cases set out in Article 20 paragraph (4) and Article 22 paragraph (2), the council can decide without these documents. The law entered into force on 01.01.2004 and is repealed by Law No. 436-XVI of 28.12.06.

Law No. 577

Law no. 577 of 2003 amends the health law and repeals the minimum free medical assistance law

The law amends the Law on Health Protection and sets that the state guarantees a minimum of free medical insurance. Pre-hospital care and primary care from the family doctor are financed from the compulsory medical insurance reserve fund for people whose insurance premiums the state does not pay. Law no. 267-XIV of 1999 is repealed. The provisions enter into force on 01.01.2004.
