Parliament ratifies European Convention on protection of animals during international transport

Law No. 190 ratifies the European Convention for the protection of animals during international transport (revised), signed in Chisinau on 6 November 2003. The Government will take the measures needed to implement the convention, and the Ministry of Foreign Affairs will prepare the instrument of ratification. The law entered into force on 09.09.2026.

Law No. 188

Parliament ratifies amendment to EBRD loan agreement for Moldova's railways

Parliament ratified the Amendment Letter to the loan agreement between the Republic of Moldova and the European Bank for Reconstruction and Development, called “RLF – Emergency Response – Railways of Moldova”. The Ministry of Infrastructure and Regional Development will notify the bank about the ratification. The law takes effect on 09.09.2026.

Law No. 187

Moldova joins Hague Convention on recognition of foreign court judgments

Parliament adopted Law No. 187 of 24.08.2026, under which the Republic of Moldova joins the Hague Convention of 2 July 2019 on the recognition and enforcement of foreign judgments in civil or commercial matters. The Government must take the measures needed to implement the convention, and the Ministry of Foreign Affairs will prepare the instrument of accession. The law entered into force on 09.09.2026, the day it was published.

Parliament has ratified the European Convention for the Protection of Animals kept for Farming Purposes and its Amending Protocol. The Government will take the measures needed to carry out their provisions. The law enters into force on 09.09.2026, the date of publication in the Official Gazette.

Law No. 191

Parliament ratifies Council of Europe Convention on co-production of serial audiovisual works

Parliament has ratified the Council of Europe Convention on the co-production of audiovisual works in the form of serials, drawn up in Lille on 26 March 2026. The government must take the measures needed to implement the convention, and the Ministry of Foreign Affairs will prepare the instrument of ratification. The law entered into force on 09.09.2026.

Law No. 193

Moldova ratifies the Second Additional Protocol to the Convention on Cybercrime

Parliament ratified the Second Additional Protocol to the Council of Europe Convention on Cybercrime, on enhanced cooperation and disclosure of electronic evidence. The law enters into force on 01.01.2027. The text designates the Prosecutor General's Office and the Ministry of Justice as responsible authorities for several types of requests and orders.

Law No. 194

Moldova denounces CIS agreement on book publishing, distribution and printing

Parliament adopted Law No. 194 of 24.08.2026, which denounces the Agreement on cooperation in the field of book publishing, distribution and printing, signed in Almaty on 10.02.1995. The Ministry of Foreign Affairs will notify the Executive Committee of the Commonwealth of Independent States. The law entered into force on 09.09.2026.

Law No. 165

Law 165/2026: wider protection for integrity whistleblowers and new duties for organisations

The law amends Law 165/2023 on integrity whistleblowers and other acts. Protection now extends to close relatives and facilitators, and public entities and private entities with at least 50 employees must set up internal reporting channels. It enters into force on 09.12.2026, with some provisions having separate dates.

Law No. 166

Law no. 166/2026: new rules on human trafficking and victim protection

The law amends the Criminal Code, the Criminal Procedure Code and Law no. 241/2005 on human trafficking. It widens trafficking-related offences, defines new terms such as state of vulnerability and servitude, and gives victims and presumed victims more protection and assistance. It enters into force on 09.12.2026.

Law No. 167

Law no. 167/2026: protecting children from violence, neglect and exploitation, in force from 09.12.2026

The law amends several normative acts to strengthen child protection against violence, neglect and exploitation. People under judicial protection measures, or those convicted or charged with intentional crimes against a child, may not be hired for jobs involving regular contact with children. The law enters into force on 09.12.2026.
