La art. 2 din Legea bugetului de stat pentru anul 2026 nr. 322/2025, publicată în Monitorul Oficial al Republicii Moldova, 2025, nr. 659–661, art. 800, în loc de textul „f) pentru Fondul național pentru dezvoltare regională și locală – în sumă de 1937900,0 mii de lei, dintre care 1236400,0 mii de lei aferente Planului de creștere economică pentru Republica Moldova;” se va citi „f) pentru Fondul național pentru dezvoltare regională și locală – în sumă de 1937900,0 mii de lei, dintre care 1236400,0 mii de lei aferente Planului de creștere economică pentru Republica Moldova. Prin derogare de la prevederile Legii nr. 27/2022 privind Fondul național pentru dezvoltare regională și locală, se permite Ministerului Infrastructurii și Dezvoltării Regionale să aloce autorităților administrației publice locale mijloace financiare din Fondul național pentru dezvoltare regională și locală, pentru lucrări de reparații capitale/de reabilitare, exclusiv în condițiile necesității de intervenție urgentă, confirmată prin documentele tehnice corespunzătoare. Alocarea mijloacelor financiare se efectuează cu exceptarea de la respectarea cerințelor și procedurilor aferente implementării proiectelor din Fondul național pentru dezvoltare regională și locală;”.

Law No. 328/2025 changes rules for managing and privatizing public property

Parliament amended Law No. 121/2007 on the administration and de-statization of public property. The changes cover definitions of public and private state property, rules for unused assets, leasing and privatization of land, and publication of information on the leadership of companies with public capital. The law enters into force on 23.01.2026, and the Government has 12 months to bring its normative acts into line with it.

National fund for construction standards: who pays and from when

The law creates a fund to develop technical construction standards and sets out how it is managed. Investors carrying out new construction or intervention works on existing buildings, for which a building permit is issued and which are not financed from the national public budget, contribute to the fund through deductions from fixed capital investment. The law enters into force on 23.07.2026.

Law No. 331/2026: ratification of the Agreement with Israel on legal cooperation in civil and commercial matters

Parliament ratified the Agreement between the Government of the Republic of Moldova and the Government of the State of Israel on legal cooperation in civil and commercial matters, signed in Jerusalem on 27 May 2025. The law enters into force on 23.01.2026, the day it was published in the Official Monitor. The text of the law does not specify who will be directly affected.

Youth law amended: financial rules and project contests for youth organizations

Law nr. 332 amends Law nr. 215/2016 on youth. The Government will approve financial rules for youth activity, and the competent authority will run project contests for youth organizations. The law takes effect on 23.04.2026.

Law No. 335/2025: simpler business rules, changes to social insurance, wine law, state fee and Land Code

The law amends several normative acts to simplify doing business. The personal social insurance code is removed, and the personal account is now based on the state identification number of the individual. The state fee for economic operators' challenges in public procurement is 0.5 % of the estimated value, at least 1500 lei and at most 50000 lei. The law enters into force on 23.01.2026, except certain social insurance provisions, which apply from 1 January 2027.
