Law No. 126

Customs Code changes: exports, exemptions and settlement of customs debts

Law No. 126 of 11.07.2014 amends the Customs Code of the Republic of Moldova. The text repeals letter a) of Article 35 paragraph (1) and adds an export exception to letter c) for certain goods that have not changed beyond normal wear. The law entered into force on 08.08.2014.

Law No. 175

Amendments to the State Social Insurance Budget for 2014

Law No. 175 of 25.07.2014 amends the State Social Insurance Budget for 2014. Total revenue is set at 12,192,372.5 thousand lei, total expenditure at 12,271,216.7 thousand lei, and the deficit at 78,844.2 thousand lei. The law enters into force on 08.08.2014.

Law No. 181

Public finance law: new rules on budget deficit and temporary exemptions

Law No. 181 of 25.07.2014 sets the general framework for public finances and budgets in the Republic of Moldova. The text amended on 29.12.25 says the deficit of the consolidated public national budget, excluding grants, must not exceed 2.5% of gross domestic product. The law is in force since 08.08.2014.

Law No. 182

Changes to the 2014 state budget: new sums for agriculture, culture and payment fees

Parliament amended the 2014 State Budget Law, raising state budget revenues and expenditures. Amounts for the Ministry of Agriculture and Food Industry and the Ministry of Culture were changed, and fees for budget payments made by card are now set separately. The law entered into force on 08.08.2014.

Law No. 145

Child allowance after loss of breadwinner: 30% of indexed minimum pension

Law No. 145 amends paragraph (1) of Article 10 of Law No. 499-XIV on state social allowances. The child allowance after loss of a breadwinner is set at 30% of the indexed minimum old-age pension, which the Government sets each year. The law takes effect on 1 January 2015.

Law No. 148

Monthly state allowances for pensioners, people with disabilities and some groups in certain localities

From 1 July 2014 the law sets monthly state allowances for pension and social allowance recipients in certain localities, and for women aged 55 to 57 and men aged 60 to 62 living in those localities. The amount depends on the recipient category and ranges from 275 to 550 lei.

Law No. 160

Changes to declarations on state social insurance contributions

The law amends Law No. 489-XIV on the public social insurance system. Contribution payers may submit declarations on paper or electronically with a digital signature. The change to the filing deadlines applies from 1 January 2015.

Natural gas law: new rules on connection, storage and emergencies

Law No. 124

Duty-free import of certain medical devices for the Mother and Child Health Research Institute

As an exception, the law allows the Mother and Child Health Research Institute, a public medical institution, to import the medical devices listed in the annex without paying import duties. The exemption also covers installation, training and warranty maintenance services for them. The devices may not be sold or used for other purposes. The law entered into force on 08.08.2014, and no repeal date is given.

Law nr. 176 of 25.07.2014 amends the budget of the mandatory health insurance funds for 2014. Total revenues fall from 4723575,2 to 4654499,8, and total expenditures fall from 4973575,2 to 4904499,8. The changes take effect on 08.08.2014.

Parliament ratified the agreement between the Government of the Republic of Moldova and FAO to set up a FAO representation in Chisinau. The agreement covers FAO's legal status, privileges and immunities for staff, customs relief and the office premises. The law entered into force on 08.08.2014.

Law No. 144

Changes to the list of agricultural land kept in state ownership take effect on 8 August 2014

Law No. 144 corrects the areas in the Annex to Law No. 668-XIII of 1995, which lists units whose agricultural land remains state property. For the Experimental Teaching Stations of the State Agrarian University of Moldova, the area changes from 2844 to 2843,96, and for Chetrosu village, Anenii Noi district, from 1273 to 1272,96. The total changes from 22118,44 to 22118,40. The law applies from 8 August 2014.

Law No. 131

Moldova accepts European Convention on supervision of conditionally sentenced or released offenders

Parliament adopted Law No. 131 of 11.07.2014, under which the Republic of Moldova accepts the European Convention of 30 November 1964. The Convention covers supervision of people sentenced conditionally or released conditionally, in the territory of other member states. The law entered into force on 08.08.2014.

Law No. 135

Parliament ratifies EU financing agreement worth 26 million euro to support agreements with the European Union

Law No. 135 of 11.07.2014 ratifies the financing agreement between the Government of the Republic of Moldova and the European Union, worth 26 million euro, concluded on 23 April 2014. The Government must take the measures needed to carry out the agreement. The law entered into force on 08.08.2014.

Law No. 127

Law No. 127/2014 amends the geodesy law: specialist certification, licensing and MOLDREF 99

The law amends Law No. 778-XV on geodesy, cartography and geoinformatics. It introduces a qualification certificate, valid for 5 years and issued free of charge to specialists in the field, after certification by a commission within the Agency for Land Relations and Cadastre. Topogeodetic and cartographic activity is carried out under a license, and work is done in the MOLDREF 99 coordinate system. The law entered into force on 08.08.2014.

Law No. 129

Radiological licenses and permits: ANRANR approval and new fees from 2015

Law no. 129 of 11.07.2014 changes the rules for business activities involving radiation. A license for activities 12, 13, 26 and 27 is issued with a positive approval from the National Agency for Regulation of Nuclear and Radiological Activities. The law enters into force on 08.08.2014, and the new fees apply from 1 January 2015.

State financial support for pensioners and social allowance recipients from 1 July 2014

Law No. 147 of 17.07.2014 provides monthly state financial support for pensioners and recipients of state social allowances with low amounts. The support applies from 1 July 2014, and the sums depend on the recipient category. Payments are made from the state budget.

Law No. 170

Changes to customs rules and the stay of imported cars brought in by individuals

Law nr. 170 of 21.07.2014 amends the Customs Code and Law nr. 1569-XV on how individuals bring goods into and take them out of the Republic of Moldova. It removes the reference to a period of up to 180 days within 12 months and sets that imported motor vehicles cannot stay in the Republic of Moldova for longer than the period set by the Customs Code, whoever imports them. The law entered into force on 08.08.2014.

Law No. 173/2014 changes pledge rules and the movable collateral register

Law No. 173 of 25.07.2014 amends several acts, including the Law on pledge. Movable property pledges without dispossession are registered in the Register of Guarantees, and funds in bank accounts can be pledged by control. The law enters into force on 03.10.2014, according to the register data.

The law creates the single national emergency call service 112, which receives calls and passes them to specialized emergency services. Calling 112 is free for end users, and telephone operators must make it free. The law entered into force on 08.08.2014.

Appealing suspicious transaction suspension decisions and suspending their enforcement

The law amends the Law on preventing and combating money laundering and terrorism financing and the Law on administrative litigation. Decisions of the Money Laundering Prevention and Combating Service to suspend a suspicious activity or transaction can be challenged in administrative litigation. A court may suspend enforcement only at the claimant's request, if three cumulative conditions are met, and the request is examined within 5 days. The law entered into force on 08.08.2014.
