Law no. 130/2014 on private scholarships: company-funded student grants from 1 January 2015

The law regulates private scholarships, which are monthly payments made under a contract by a private legal entity to a scholarship holder aged 16 to 35 who studies full time. The scholarship holder generally agrees to work for the employer that funded the grant. The law enters into force on 1 January 2015.

Amendments to the 2014 State Budget Law: new funds for agriculture, education and reintegration

Parliament amended the 2014 State Budget Law No. 339. The text sets revised revenues and expenditures, and new allocations for fruit producers, landowners on the Rîbnița-Tiraspol route and renovation of some schools. The law entered into force on 10.10.2014.

Vegetable, fruit and grape producers temporarily exempt from enforced collection and penalties until 30 November 2014

Law nr. 184 of 28.09.2014 gives vegetable, fruit and grape producers and processors a pause until 30 November 2014. During this period, enforced collection of tax debts and other payments to the national public budget does not apply to them, and actions to suspend operations on bank accounts are suspended. The law entered into force on 10.10.2014.

Excise exemption for wine-based distillates used as raw material

Law no. 185 of 28.09.2014 supplements the law on excise duties (no. 1054-XIV). Wine-based distillates produced in the Republic of Moldova are exempt from excise duties when released from the excise warehouse for use as raw material for other goods, according to the procedure set by the Government. The law entered into force on 10.10.2014.

Rehabilitation of ten irrigation systems in Moldova declared a public utility of national interest

The law declares the rehabilitation of ten centralized irrigation systems a public utility of national interest, according to feasibility studies and execution projects. For privately owned land and buildings outside the built-up areas of several villages, the Government will take the necessary expropriation measures, and compensation is paid from the account of the Public Institution "Millennium Challenge Fund Moldova". The law entered into force on 10.10.2014.

Law no. 188/2014: transfer of the functional subassembly of S.A. "Termocom" in insolvency

The law provides that the assets of S.A. "Termocom" used to produce, distribute and supply thermal energy in mun. Chișinău can be transferred to S.A. "Centrala Electrică cu Termoficare nr.2" from Chișinău under a sale and purchase contract, after a period of 10 calendar days given to the local public administration to exercise its pre-emption right expires without result. The law applies from 10.10.2014, the date it entered into force.

VAT and excise exemption on heavy fuel oil imports for the 2014-2015 winter season

The law provides that until 31 March 2015, VAT and excise duties do not apply to heavy fuel oil imported for the 2014-2015 autumn-winter season, under two tariff positions. This is a derogation from the Fiscal Code. The law entered into force on 10.10.2014.

Suspension of bank operations on current accounts of certain joint-stock companies (2014)

The National Commission for Financial Market suspended bank operations on the current accounts of the joint-stock companies listed in the annex to the order, until they comply with the law. The suspension does not apply to operations that fund these accounts or to settlements with the national public budget. The order took effect on 26.09.2014 and was repealed by OCNPF3/8 of 21.01.19.
